Assam: DoNER sets December Deadline for SDPs in State

GUWAHATI: Worried over the slow progress of projects under the Special Development Packages (SDPs) in Assam, the Ministry of Development of North Eastern Region (DoNER) has set the deadline of December 2025 to complete the projects.

The Sixth Schedule autonomous areas like the BTC (Bodoland Territorial Council), KAAC (Karbi Anglong Autonomous Council), and the DHAC (Dima Hasao Autonomous Council) get central funds under SDPs.

In its recent meeting under the chairmanship of the Secretary of DoNER, the Empowered Inter-Ministerial Committee (EIMC) of SDPs expressed concern over the delay in the completion of SDPs in the Sixth Schedule areas in Assam. An office memorandum of the DoNER issued on July 8, 2025, reflected the worry of the Union Ministry.

The office memorandum said that the EIMC expressed its concern over the slow pace of expenditures under SDPs and directed the authority concerned in the state government to accelerate the execution of the ongoing projects and forward the additional demand proposals to the Ministry and also to timely withdraw the released funds from the central nodal agency. The EIMC further advised the authorities concerned for early completion of all the ongoing projects under BTC-2003, KAAC-2011, and DHAC-2012 during the current FY by December, 2025, on mission mode and to forward the completion certificates along with other relevant documents to the Ministry. The three autonomous councils in the state have 32 projects with an approved cost of Rs 514.61 crore currently underway.

The Government of India approved a total of 110 projects under SDP for the three autonomous councils of Assam with an approved cost of Rs 1427.68 crore. As many as 78 of the projects were completed as of June 30, 2025.
