GUWAHATI: The Assam government has sought Central flood assistance to the tune of Rs 2,274.91 crore. In this regard, Assam Chief Secretary Kumar Sanjay Krishna also submitted the 'Interim Flood Memorandum' to the Ministry of Home Affairs (MHA). The report is based on the ground assessment by the District Administrations and the line departments of the State Government.

The memorandum pointed out that with the limited resources at the disposal of the State government; it is unable to meet the huge expenditure for recovery, reconstruction and restoration of the damaged infrastructures.

The breakup of the sought Rs 2,274.91 crore under the SDRF (State Disaster Response Fund) is as follows: Rs 99.84 crore for GR (Gratuitous Relief), ex-gratia and others; besides Rs 2,175.07 crore for other flood-related activities.

Of the Rs 2,175.07 crore for other flood-related activities, the estimated sector-wise fund requirements (other than those involved in relief and rescue operations) are as follows: Water Resources (Rs 1,186.65 crore); PWD-R&B (Rs 421.31 crore); Panchayat & Rural Development (Rs 198.73 crore); Agriculture (Rs 139.64 crore); Housing (Rs 112.44 crore); Social Welfare (Rs 55.71 crore); Elementary Education (Rs 15.015 crore); Irrigation (Rs 13.32 crore); Fishery (Rs 11.14 crore); Power (Rs 9.36 crore); PHE (Rs 7.23 crore); Soil Conservation (Rs 1.98 crore); Urban Development (Rs 1.18 crore); Animal Husbandry (Rs 0.9113 crore); and Health & Family Welfare (Rs 0.45 crore).

The State government's memorandum to MHA stated that this tentative estimation is being prepared on the basis of the data/inputs provided by the affected districts and departments. After flood water recedes, a detailed assessment of damages will be carried out. The final estimation of damages is likely to be much more than the present estimate.
