Guwahati: The Gauhati High Court has appointed an amicus curiae to examine the records related to the case of late Dipankar Gogoi, a youth of Titabor, who allegedly committed suicide after being unable to withstand police brutality.

The division bench of Justice Kalyan Rai Surana and Justice Rajesh Mazumdar announced the appointment while hearing a writ petition (W.P.(Crl.)/11/2025) filed by Rimly Gogoi Saikia, the sister of the late Dipankar Gogoi. The court stated that, pursuant to the previous orders, the Additional Public Prosecutor has produced two sets of case diaries, of Titabor P.S. Case No. 132/2023 and Jorhat P.S. Case No. 555/2023. NIA has taken up for investigation Jorhat P.S. Case No. 555/2023.

The court also noticed from the forwarding letter dated July 22, 2025, by the Superintendent of Police, NIA, that the original case diary is required for further investigation in the case. Accordingly, the court granted liberty to the Senior Government Advocate to make photocopies of the said case diary and return the original back to the concerned authorities.

As the perusal of the two case diaries will consume considerable time, the Court decided to appoint Advocate Dibyajyoti Talukdar as amicus curiae to peruse the case records and address the Court. Both the case diaries were returned to the Senior Govt. Advocate so as to enable him to make photocopies to be handed over to the Amicus Curie.

Earlier, the HC directed the Assam government to place the Forensic Science Laboratory (FSL) report of the viscera of the deceased as well as the final post-mortem report concerned before the court. The HC also sought the impleadment of the DGP, Assam, and SP, Jorhat, as party respondents.

The case, in brief, is that the petitioner approached this court seeking a thorough investigation by the Central Bureau of Investigation (CBI) into an incident dated December 26, 2023, wherein the late Dipankar Gogoi allegedly committed suicide after being unable to withstand police brutality, torture, and humiliation for four days and the threat of his implication in a false case at the hands of the then SP, Jorhat.

The court directed the matter to be listed for further hearing on August 19, 2025.
