GUWAHATI: The State Government has frozen the appointment and promotion processes in the provincialized, PDUAM, and government model colleges in the state with immediate effect.

The Department of Higher Education issued the official notification in this regard. And the Director of Higher Education has intimated this notification to all the colleges as the interviews for the selection of principals and associate professors at some of the colleges are on schedule.

The development came after the State Government decided to centralize the selection of principals, assistant professors, and non-teaching staff through the constitution of a selection board for that purpose. College governing bodies were at the helm of affairs for the selection of principals, assistant professors, and non-teaching staff members earlier.

Meanwhile, the State Government has initiated the process for the formation of the Assam College Services Recruitment Board. The government has introduced a Bill to amend the Assam College Employees (Provincialization) Act, 2005, in the ongoing Budget Session of the State Assembly.

According to the Bill, the appointment of both teaching and non-teaching posts in the colleges shall be made by the Director of Higher Education on the basis of selection and recommendations made by the Assam College Services Recruitment Board, to be constituted by the State Government. The Board, which will have a term of two years, will have a chairperson not below the rank of the principal secretary, a vice chancellor of any of the existing state universities, a senior administrative officer not below the rank of Commissioner and Secretary, a college principal, an expert from the field of finance or entrepreneurship, and two subject experts as members. The secretary of the Higher Education will be the member-secretary. The recruitment board shall conduct the examination and test of interview for the selection of candidates such as principals, assistant professors, and such other posts, as well as non-teaching employees such as librarians, assistant librarians, junior assistants, peons, and such other posts of colleges, on the basis of selection in accordance with the procedure as may be prescribed in the regulations. The government will nominate the chairperson and the members.
