GUWAHATI: Better late than never! At long last, the State government has halted the inter-cadre deputation of IAS officers for five years due to the shortage of middle-level officers in the state.

A section of Assam cadre IAS officers hailing from other states tends to go for deputation frequently. There were examples of some Assam cadre IAS officers going on deputation for 10-12 years at a stretch. Strangely enough, such officers come back to Assam when they get top posts based on their seniority.

The Government of India has guidelines that "All India services lady officers borne on a Northeast cadre may be allowed to go on inter-cadre deputation including her home state after completion of six years of actual service in the Northeast. In the case of male officers, they have to render nine-year service in the Northeast."

The guidelines also spell it out that 'only proposals for inter-cadre deputation received through the proper channel along with the consent of the parent cadre of the officer would be entertained by the Department of Personnel and Training, Government of India.'

Due to the shortage of middle-level IAS officers, each IAS officer in the state has several departments to look after. The new government in the state is working at a fast pace. And hence the administration needs more IAS officers to keep pace with it. Already a large number of Assam cadre IAS officers are on deputation.

An order from the Personnel (A) Department, Assam issued on December 15, 2021, said, "In the context of shortage of middle-level IAS officers serving in the Government of Assam, no further proposals for inter-cadre deputation shall be considered for the next five years or until further order".
