KOKRAJHAR: Assam Governor Lakshman Prasad Acharya today ceremonially launched Mission Bwiswmuthi 2.0 in the presence of BTC Chief Pramod Boro, Deputy CEM Gabinda Chandra Basumatary, Minister UG Brahma, Rajya Sabha MP Rwngwra Narzary, EMs of BTC and MLAs at a programme held at Kharuajan in the Baksa district.

Speaking on the occasion, the governor said that the prevailing peace in the BTR areas has been primarily responsible for facilitating progress in the region. He attributed the peace to the 2020 Bodo Peace Accord signed under the visionary leadership of Prime Minister Narendra Modi. He also said that the Peace Accord was a turning point that laid the foundation for peace, stability, and harmonious coexistence in Bodoland. He stated that Mission Bwiswmuthi 2.0, which ushered in the ceremonial distribution of land rights to the people of BTR, marks a significant stride toward ensuring land security, social empowerment, and economic uplift of the people of the region.

Governor Acharya said, “Land in India is more than an asset—it represents identity, dignity, and livelihood. For decades, complex land laws have posed challenges, especially for marginalised communities in attaining land rights. It is heartening to see the BTR government undertaking proactive reforms to simplify land governance, digitise records, and make the process more transparent and citizen-centric.”

Talking to media persons on the sidelines of the meeting, BTC CEM Pramod Boro said, “A flagship initiative of our Government of BTR, Mission Bwiswmuthi-2.0, is a decisive step towards offering land rights to small tea growers, rubber cultivators, and landless families across Bodoland. Building on the success of Mission Bwiswmuthi 1.0, this new phase reinforces our unwavering commitment to peace, justice and inclusive socio-economic development.

He said with this initiative, they move closer to fulfilling their vision of a Bodoland where every family has rightful ownership of land – a key pillar of peace, dignity, social security, and empowerment.         

Boro said giving land to every landless person was their commitment, and within four and a half years of their council government, they have distributed land titles to over 37,000 families and delivered over 2.5 lakh land-related services through Mission Bwiswmuthi-1.0. He also said there had been over 9,000 small tea growers in BTC, but they have had no land settlement over the years, and after the launch of Mission Bwiswmuthi-2.0, they would be given land settlement. He called upon all to extend a helping hand to maintain peaceful coexistence in BTC, as peace has prevailed in BTC after the UPPL-BJP and AGP coalition came to power in BTC. 

Assam Governor Lakshman Prasad Acharya ceremonially distributed land title certificates to the landless beneficiaries on the occasion.
