Assam: Policy targets 11,700-MW renewable energy in state

Guwahati: In order to promote renewable energy and its integration with the grid, the state government has notified the Assam Integrated Clean Energy Policy—2025 for the state of Assam. The aim is to achieve an additional 11,700 MW of renewable power projects in the state up to 2029-30. This policy will remain in force till March 31, 2030, or till it is superseded by another policy, whichever is earlier.

The primary objective of the clean energy policy is to provide a framework for large-scale promotion of Renewable Energy (RE), Pumped Storage Power (PSP), Green Hydrogen and its derivatives/Low Carbon Molecules plants and associated units by optimum utilization of available resources and position Assam as a preferred destination for investments in Renewable Energy.

The policy aims to achieve a target of capacity addition of 11,700 MW of renewable power projects up to 2029-30 in the state. In the Solar category, Grid Connected Ground Mounted Solar Power Plant (Without storage / with storage / hybrid) of 3000 MW and Grid Connected Floating Solar Power Plant (Without storage / with storage / hybrid) of 300 MW; under Rooftop Solar Power Plant (SRTPVS)-at Residential Sector 600 MW, at Government Buildings 300 MW, and at Industrial & Commercial Sector 1000 MW; Wind power of 200 MW; Pumped Storage Power (PSP) of 2000 MW; Small Hydro projects of 100 MW; Biomass Power Plant & Waste to Energy plants 100 MW; Battery Energy Storage 1000 MW; Solar Manufacturing (Across the value chain Mine/Polysilicon to Module) 3000 MW and Off Grid Solar Applications of 100 MW, taking the total to 11,700 MW.

The policy also gives priority to battery manufacturing for 2000 MWh, production of biofuels—ethanol—1,500 KLPD, Bio CNG/CBG—10,000 TPD, and 2000 Nos. EV charging infrastructure.

As for the target for the production of Green Hydrogen, the policy envisages producing 2000 kilotonnes per annum (kTPA) of green hydrogen by 2030. To commission at least one green hydrogen valley to cater to the demand from fertilizer plants and refineries within Assam. Develop at least one Giga factory for electrolyzer manufacturing. The state also aims to export these domestically manufactured electrolysers across the globe. The objective is to create 10,000 jobs per annum for the production of Green Hydrogen in the state.
