Guwahati: The state Political (B) department has issued a notification asking all members of the foreigners tribunals (FTs) and staff working in the FTs with any grievances or complaints to forward the same directly to the Registrar (Judicial), Gauhati High Court.

The notification was issued on the basis of an order issued earlier by the HC on November 25, 2024, in connection with a writ petition (WP(C)/1754/2015).

In the order, which referred to an earlier order containing several queries posed to the state government. Among the queries was one related to the redressal of grievances of members of the FTs.

The actual query was whether there is an internal departmental mechanism to look into the grievances of individual members of the Foreigners Tribunals and staff working under them.

In the reply submitted by the counsel to the state government, so far as the lack of a departmental mechanism to look into the grievance of the individual members of the Foreigners Tribunals and the working staff is concerned, it was submitted that all such grievances can be routed through the Registrar Judicial of the High Court, who would then process the same and forward it to the Home Department.

Additional Advocate General, Assam, Mazumdar, submitted that the mechanism mentioned would be adequate for the time being.

In light of the answer by the government, the HC had directed that individual grievances or complaints, if any, of the members of the Foreigners Tribunals and the staff working therein shall be forwarded directly to the Registrar Judicial. On examination of the same, if the complaints are found to be just and reasonable, the same may be forwarded to the concerned department for necessary action.

Moreover, the court directed the Home Department to issue a notification to that effect at the earliest.

Responding to the court’s order, the Political (B) department issued the recent notification stating that all members of the FTs and staff working therein having any grievances or complaints are to forward them directly to the Registrar (Judicial), Gauhati High Court, which would then be forwarded, on the strength of their merit, to the Political (B) Department for appropriate redressal.
