Assam: State Cabinet Approved Textile and Apparel Policy to Woo Investors

Guwahati: In order to provide a boost to the textile and apparel industry in the state, the Assam Cabinet today approved the Textile and Apparel Policy of Assam, 2025. The new policy is expected to create an investor-friendly environment with easy access to raw materials and manpower to support new investments in the textile and apparel sector in the state.

This step is of special significance, coming just before the Advantage Assam 2.0 summit in Guwahati.  This was revealed by Chief Minister Dr. Himanta Biswa Sarma after the cabinet meeting on Sunday. He stated that the cabinet has approved Rs 55.45 crore to augment urban infrastructure in Dibrugarh and Sivasagar districts. For this, a loan from National Housing Bank has been availed.  Another decision by the cabinet was a new flyover in Dibrugarh to ease traffic congestion in the city’s Amolapatty Junction on Old NH-37. An amount of Rs 157 crore was approved for this project.

The cabinet also approved modifications of the Biotechnology Policy for the State of Assam (2022-2027) to create a more conducive environment for biotechnology research, industry, and entrepreneurship to align with the BioE3 Policy.

In the cabinet meeting, it was decided to extend the term of the 6th Assam Finance Commission till March 31, 2026.

The cabinet today also approved the Introduction of Dynamic Assured Career Progression (DACP) Scheme, 2025, to support doctors serving as faculty members in medical colleges and ensure their growth and retain their services in the state’s medical colleges. Post the cabinet meeting, the CM said, “The faculty serving in medical colleges in the state will now be able to avail loans from banks to purchase vehicles. The principal amount shall be deducted from the doctor’s salary while the interest will be borne by the state government. From now on, doctors of medical colleges will be allowed to attend two national-level seminars in a year. The government will give leave, pay for to-and-fro expenses, and reimburse hotel expenditure. Moreover, they will be able to attend an Asian country for an international seminar once every two years. Also, once every three years, the doctors will be allowed to attend seminars in America or Europe. The expenses will be paid by the state government.”
