GUWAHATI: The Assam Government has laid stress on providing online or digital services to the people. To do away with the concept of ‘physical offices’, the government has taken steps to digitize all departments so that people do not have to keep visiting government offices to submit forms and applications. The objective is to get rid of huge piles of physical files in various government departments and to turn offices into e-offices. While the government’s initiative to go digital is commendable, the ground reality is quite different.

It has been seen that many offices do not respond to government notifications and circulars sent through email on time. This is mainly because these offices do have employees to respond to the emails. Digital illiteracy among employees is also a major deterrent.

Recently, the Director of Higher Education (DHE), Assam wrote a letter to the Registrars of all state universities of Assam and the Principals of all colleges (provincialized, autonomous and Pandit Deendayal Upadhyaya Adarsha Mahavidyalaya) which stated that certain higher education institutions delay in responding to the communications uploaded on the DHE, Assam website, sent via email.

The Director of Higher Education, Assam directed the college and university authorities to appoint an official from the Internal Quality Assurance Cell (IQAC) and also an office assistant from regular employees of their respective institutions. These officials will be entrusted with the task of diligently monitoring and promptly addressing all correspondence from the DHE, Assam website or transmitted through email, with due approval of the authorities concerned.

The letter stated, “It is crucial to underline the significance that the Government of Assam, Higher Education Department, places on the timely dissemination of information. This practice is essential to facilitate the smooth execution of departmental functions.” The DHE warned that failure to adhere to this direction by the college and university authorities might result in serious consequences.
