Dispur forms panel to prepare framework for implementation of Assam Accord

GUWAHATI: The Assam government has formed an eight-member sub-committee to prepare a framework for implementation of all clauses of the Assam Accord, especially the report on Clause-6 prepared by the high-power committee.

The sub-committee will submit its report within the next three days, Commissioner and Secretary of the Implementation of Assam Accord Department GD Tripathi said in a notification on Saturday.

The sub-committee will emphasize the implementation of Clauses 7, 9 and 10 of the Assam Accord, besides the National Register of Citizens (NRC) update, issues of flood and erosion, rehabilitation of families of martyrs and victims of Assam Agitation, the notification added.

Assam Accord Implementation Minister Atul Bora is the chairman of the sub-committee. The other members include Parliamentary Affairs Minister Pijush Hazarika, Finance Minister Ajanta Neog, AASU president Dipanka Kumar Nath, AASU general secretary Sankar Jyoti Baruah and AASU chief adviser Samujjal Kumar Bhattacharjya.

On September 8, 2021, the State government and the AASU agreed to form the eight-member sub-committee.

Clause VI of the Assam Accord that guarantees constitutional, legislative and administrative safeguards to the 'Assamese' remained unfulfilled even as some provisions of the accord, which primarily seek detection and deportation of foreigners who entered the state after March 25, 1971, got implemented.

Clause 6 of the accord states, "Constitutional, legislative and administrative safeguards, as may be appropriate, shall be provided to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people".
