

PROCESS TO START WITHIN A MONTH: CM

GUWAHATI: The process for the creation of sub-districts in every LAC (Legislative Assembly Constituencies) will start in the state within a month.
Chief Minister Himanta Biswa Sarma announced this in his Independence Day address to the people of the state. “The concept of sub-district is to do every work in an LAC within the LAC. However, in the existing system, people of different LACs fall under one district administration. Each sub-district will have offices of all departments so as to let a citizen get all services within his LAC,” he said.
The Chief Minister said, “These administrative reforms will solve many problems. It will make the demand for subdivisions, districts etc., redundant. We will decide soon the fate of the few districts which were dissolved on the eve of the constituency delimitation exercise.”
The Chief Minister said that the State Government would set up the Citizens’ Rights Commission. “If a government employee doesn’t complete a public work within the stipulated time, a citizen will have the right lodge a complaint against the employee. If the Commission finds the complaint true, based on the complaint the government will cut the pay of the employee,” he said.
The Chief Minister said, “We will take all measures for the withdrawal of Armed Forces Special Power Act (AFSPA) from every district of the state by December 2023. A few years ago, Assam had to bear the brunt of violence by militants. However, the situation has changed drastically. In the past three years, the Government signed four peace accords, leading around 8,000 misguided youths to join the mainstream of society. It has become possible following Prime Minister Narendra Modi laying special importance on the Northeast.”
He said, “The government will form a committee for the regularization of the jobs of TET teachers who got appointment under the SSA since 2011. The committee will see the experience and other aspects of the teachers for the regularization of their jobs. The government will also take measures for the regularization of the jobs of contractual teachers.”
