Fund use Poor in Northeast; DoNER Seeks Chief Secretaries Intervention

GUWAHATI: The Union Ministry of Development of North Eastern Region (DoNER) is worried over the poor utilisation of funds by the northeastern state. The situation has come to such a pass that the ministry had to write a letter to each of the chief secretaries of the states for their intervention to get them utilised in a time-bound manner.

This has come to the fore in an office memorandum issued by DoNER recently.

According to the office memorandum, a large amount of unutilised balance is lying with North Eastern States in the Central Nodal Agency (CNA)/Treasury Single Account (TSA) accounts against the funds released under schemes of this ministry. Letters have been sent to chief secretaries for their personal intervention to get the funds utilised in a time-bound manner.

The office memorandum further said that under the 10 per cent gross budgetary support, the matter has been taken up with ministries/departments having substantially lower expenditures compared with their previous year’s spending. The list includes inter alia the Department of Agriculture & Farmers Welfare (DoAFW), the Department of Drinking Water and Sanitation (DDWS), the Ministry of Housing and Urban Affairs (MoHUA), MoRTH and the Ministry of Micro, Small, and Medium Enterprises (MSME).

The office memorandum further said that the meeting of the empowered inter-ministerial committee (EIMC) for approving the proposals under the NE Special Infrastructure Development Scheme (NESIDS) was held on February 13, 2025, and one project costing Rs. 23.73 crore was approved.
