GUWAHATI: As many as 19 ACS officers have been under suspension on various grounds, including graft, since May 10, 2021, when Chief Minister Himanta Biswa Sarma and his Cabinet took oath. It cuts a sorry figure for the state administration when top officers cracking exams like the CCE (Combined Competitive Examination) of the APSC, who are to serve the public to the utmost, let down the dignity of their posts.

Apart from ACS officers, the drive against corruption, misconduct, and negligence of duty has also led to the arrest of police personnel of various ranks, mandals of the Revenue Department, and others.

The most recent example of such an arrest is ACS officer Dipankar Kalita, Executive Magistrate of the Kamrup district. The sleuths of the Directorate of Vigilance and Anti-Corruption arrested him (case number 85/2023 u/s 7(a) of the Prevention of Corruption Act, 1988) after catching him red-handed while accepting bribes. Kalita was working in the district commissioner’s office in the Kamrup district. He demanded Rs 3,000 from a person for land-related work. The person lodged a complaint with the Directorate of Vigilance and Anti-Corruption.

According to sources in the Personnel Department, as many as 19 ACS officers are under suspension on various charges that range from taking bribes to misbehaving in public while on duty, misappropriation of MPLADS (MP’s Local Area Development Scheme) funds, etc. Departmental proceedings are underway against all these 19 ACS officers, and their immediate reinstatement seems remote. The government keeps extending their suspension periods after every three months.
