National Highways and Infrastructure Development Corporation Ltd. (NHIDCL) Bars JV Company From Bidding For One Year

GUWAHATI: The National Highways and Infrastructure Development Corporation Ltd. (NHIDCL), New Delhi headquarters, has debarred a joint venture construction company from participating in bidding on NHIDCL’s future projects for a period of one year. The JV company is engaged in the four-lane works from Jhanji to Demow in upper Assam.

NHIDCL issued an official communication regarding the debarment of the company, M/s Kamac Engineers Pvt. Ltd., in a JV with M/s Shiva Harlalka, recently.

According to NHIDCL sources, the JV company misrepresented some facts at the time of bidding. The misrepresentation of facts came to light later on, when NHIDCL was on the trail of a complaint filed against the company. According to NHIDCL’s letter, the JV company submitted some documents to NHIDCL to be ‘technically responsive’ to qualify for the financial bidding process.

NHIDCL floated tenders for the remaining four-lane works of the Jhani-Demow stretch of the national highway on April 27, 2022. NHIDCL’s tender evaluation committee evaluated the bids in its meeting on July 7, 2022, and the bidder, M/s Kamac Engineers Pvt Ltd., in JV with M/s Shiva Harlalka, was found “technically responsive” and adjudged L1 (lowest bidder) at the financial bidding, leading to the signing of the contract on September 1, 2022. The appointment date (from when the company was to start work) was September 21, 2022, and the duration for the completion of the work was 18 months, i.e., March 21, 2024. NHIDCL has received the complaint at a time when the JV company is doing the project work. The misrepresentation of some facts came to light during the verification of documents.

NHIDCL has also warned the JV company to be cautious while participating in bids/tenders.
