No Work Culture Among Its Employees!

GUWAHATI: Coming to power in the State in 2016, the BJP-led coalition government at Dispur has been banking on inculcating work culture among its employees. On the other hand, a section of employees, including teachers, has been following another culture – attending conferences and conventions of various organizations by dodging their office/school duty.

Back in the day, there was a rule under which employees could attend meetings of various organizations by availing four/five-day special leave. However, the Sixth Pay Commission found the rule diabolical, and told the State government to devise an alternative rule. In March 2010, the SAD (Secretariat Administration Department) issued a circular stating that State Government employees would not be allowed to avail special leave for attending meetings of organizations. The circular, however, allowed employees to avail casual leave for attending such meetings.

However, a section of employees who regularly attends such meetings are smart enough to make everything possible with or without availing the specified leave. And in the process they dodge their duty. This is possible on the part of a section of employees because their authorities are also employees under the same government. As often as not, the idea of same boat brothers works, unofficially although. This is also a kind of bending rules.

There’s yet another culture among a section of government employees in the State. The State government has fixed the start of office hours from 9.30 am against 10 am earlier. In the absence of any monitoring and action from the authorities concerned, it seems, the new fixture has been set only to be broken. A number of habitual latecomers still go to their offices at 10.30 or 11 am. And this is happening despite Dispur having asked all directorates and district offices, apart from the State Secretariat, to strictly adhere to the new office timing.
