The principal certificate is one that is a must for one who wants to deal with agricultural seeds. Such certificates are issued by registered seed companies and seed corporations.

In Assam, apart from other registered seed companies Assam Seed Corporation Ltd also issues principal certificates in an offline process. Application forms for the principal certificates can be obtained from any registered seed company or the Assam State Seed Corporation Ltd. The applicant has to fill in the application form giving details of his/her address and address proof, occupation if it is other than business, PAN Card, trade licence, GST number etc. The applicant has to deposit Rs 10,000 along with the application in a demand draft in favour of the Assam State Seed Corporation MD (the issuing authority) or the heads any other registered seed companies for which the fees may be different. After verification of the documents and the information given, the principal certificate will be issued within a week for three years after which it has to be renewed. The principal certificate is must for applying licence for dealing with seeds.

In case of partnership, the partnership deed or PAN card of the firm and its registration certificates will have to be submitted along with the application form.
