GUWAHATI: The too much leeway in the stipulated time – on or before January 31 – for the ACS (Assam Civil Service) officers to submit their annual property returns to the government seems to have made a section of such officers adopt the laidback attitude in property returns.

The time stipulation for ACS officers to submit their annual property returns of every calendar year is on or before January 31 of the following calendar year. According to rules, ACS officers have to submit their annual property returns in two formats – IPRs (immovable property returns) and MPRs (movable property returns).

The cadre strength (sanctioned posts) of ACS officers in the state is 1,100. The men in position in the last part of 2021 were 850. The rest of the posts were vacant. However, a reality check shows that only 569 of the 850 ACS officers submitted their annual IPRs, and 536 submitted their MPRs for the calendar year 2020 till the first week of January 2022. According to the time stipulation, all ACS officers were to submit their annual property returns for 2020 on or before January 31, 2021.

What led to such a delay? The reasons may be one-to-many.

According to Personnel Department sources, a section of ACS officers working at the ground level (in fields) are not submitting their annual property returns. Many of them do not submit their annual property returns to the government within the stipulated time. They submit property returns when their promotion knocks on the door. The government blocks the promotion of ACS officers and does not issue them NOCs (no-objection certificates) for various purposes if they do not submit their IPRs and MPRs.

The time stipulation for ACS officers to submit their annual property returns bears no meaning since the government keeps the online submission of property returns open throughout the year. This leeway given to the ACS officers in submitting their annual property returns fails the 'time stipulation' of January 31.
