GUWAHATI: Approval of projects under the North East Special Infrastructure Development Schemes (NESIDS) under the Ministry of DoNER for Assam is quite uncertain in this fiscal that has only a month to go. This fiscal will end on March 31, 2022. Even if Assam gets projects under the NESIDS approved now, their implementation will be late.
The projects under the NESIDS are 100 per cent centrally funded. NESIDS replaced the NLCPR (Non-Lapsable Central Pool of Resources). The funding pattern of the NLCPR projects was 90:10.
According to Transformation and Development (T & D) Department sources, the original allocation for Assam under the NESIDS this financial year was Rs 305 crore. It, however, came down to Rs 250 crore after revision.
In fiscal 2020-21, the allocation for Assam projects under NESIDS was Rs 148.62 crore. The State got nine NESIDS projects approved in that fiscal.
Various State government departments sent project proposals to the Ministry of Development of North Eastern Region through the Transformation & Development (T&D) Department under NESIDS for the current fiscal. The T&D is the nodal department for NESIDS.
An inter-ministerial committee (IMC) approves schemes under the NESIDS to the north-eastern states. The IMC met recently, but the State Government is yet to get any official information regarding the approval of projects under NESIDS.
This year, the State Government sent proposals for NESIDS projects under PWD (Road), Power etc., to the Ministry of DoNER.
