Students fee waiver scheme: Parents' income certificate rules simplified

GUWAHATI: The Department of Higher Education, Assam has simplified the fee waiver for college students the annual income of whose parents are less than Rs 2 lakh.

It has come to the notice of the State Government that students have to face harassment in their respective circle offices to get their parents' annual income certificates issued. Apart from long queues, there are allegations of charging more money than the required fees in certain areas while issuing parents' income certificates.

To make fee waiver a hassle-free affair, the Department of Higher Education has issued a notification stating that –

 The head of the institution from where a student passed can also issue such income certificates for the waiver of fees,

 The head of the institution where a student is seeking admission can admit a student under the fee waiver scheme if he gets satisfied that the annual income of the parent of the student is below Rs 2 lakh. In such cases, the heads of institutions need to issue the yearly income certificates of the students by recording their satisfaction.

 Educational institutions will also accept notary affidavits in respect of parent's annual income.

 However, the competent authorities will verify all such income certificates of parents within a year. If the authorities find students submitting false income certificates, they will face action according to the law.

The notification further said all college authorities will admit the students without examining their original mark sheets. The students, however, will have to submit their original mark sheets on or before October 15, 2021. If any student fails to submit his original mark sheet by October 15, 2021, his admission will stand cancelled.

The results of HSLC and HS examinations got declared through an alternative evaluation system this year. The printing of hard copies of mark sheets got delayed. The students, however, got their marks online.
