GUWAHATI: Call it a tragic irony. Four years after introducing the 'Assam Ease of Doing Business Act', Industries & Commerce Minister Chandra Mohan Patowary has realized that the Act has inherent flaws and could not serve the real purpose.

The Act was brought in 2016 to streamline the regulatory structures and processes and simplify the procedures related to renewals of certificates, licenses, permissions in setting up industries and enterprises in the State.

Introducing the 'Assam Ease of Doing Business (Amendment) Bill, 2020' on the first day of the three-day-long winter session of the Assam Assembly on Monday, Chandra Mohan Patowary informed the House that that a large number of applications are pending at different levels. He added that there is unreasonable delay in case of renewals of certificates, licenses, and permissions.

"It will be expedient to do away with the renewal of certificates, licenses and permissions. The enterprises do submit all the required documents for obtaining the initial license, permission etc. As such, there is no need to submit the documents once again. It is proposed to do away with the requirement of renewals under various Acts. However, the enterprises/units will be required to deposit the required fee for renewal within the stipulated time for obtaining renewals," said Patowary.

Patowary stressed that the proposed system of auto renewal and 'Computerized Central Random Inspection System' will speed up the clearances and permissions to set up or continue an industrial operation.
