GUWAHATI: The general election in Assam will be held in three phases on April 11, 18, and 23. The counting of votes will be held on May 23 along with rest of the country. Meanwhile, the Model Code of Conduct has come into force.
During the first phase on April 11, the Lok Sabha polls will be held in five Parliamentary constituencies —Dibrugarh, Lakhimpur, Jorhat, Tezpur, and Kaliabor. The second phase on April 18 will be held in the five more Parliamentary Constituencies — Karimganj, Silchar, Autonomous District (Diphu), Mangaldoi, and Nagaon; while the third phase on April 23 will be conducted in four other Parliamentary Constituencies — Dhubri, Kokrajhar, Barpeta, and Gauhati.
According to Election Department, Assam, the number of polling station across the State is 28,143.
This time, the first phase of the LS polls will be held before the Rongali Bihu while the remaining two phases would be conducted after the Bihu. The last general election of 2014 was also held in three phases. However, two phases were held before the Rongali Bihu while the remaining phase was conducted after the Bihu.
For the first phase this time, the last day for filing of nomination is March 25 while the date for scrutiny of nomination is March 26. The last date of withdrawal is March 28 while the polling will be conducted on April 11.
On the other hand, for Phase II of the Lok Sabha elections, the last day of nomination is March 26 while the date for scrutiny of nomination is March 27. The last date of withdrawal is March 29 while the polling will be conducted on April 18.
Similarly, April 4 is the last day of filing nomination in the third phase; the date of scrutiny is April 5; while the last day for withdrawal of candidature is April 8. The polling date is April 23.
As per the summary revision of photo electoral rolls, the total electors in Assam are 2,17,60,604. Of them, male voters are 1,11,32,782 while female voters number 1,06,27,822. However, at time of polls, continuous updation of the rolls is going on.
In the last electoral roll of 2018, the total voters were 2,12,47,854. Therefore, there is an increase of 5,12,750 voters in the 2019 electoral roll compared to that of 2018 indicating a rise of 2.42 percentage.
District-wise, the highest number of voters in the electoral roll, 2019 is in Nagaon (13,91,993). Analyzed according to LAC (Legislative Assembly Constituency), the highest number of voters has been registered in Dispur (3,79,298) while the lowest number of voters has been registered in Thowra LAC (1,07,895). The number of voters in the three remaining LACs of Kamrup (M) – leaving aside Dispur LAC mentioned above – are: Jalukbari: 1,92,229; Guwahati (East): 2,24,412; and Guwahati (West): 2,74,193. In the Majuli LAC which incidentally is the constituency of Chief Minister Sarbananda Sonowal, the voters number 1,25,016.
The total turnout during the 2014 general polls was 80.12% of the total electors numbering 1,88,04,421. There were 162 candidates at that time. Of them 146 were male while 16 were female candidates.
During the 2014 LS elections, the BJP had bagged seven seats drawing a voting share of 36.86 %. The Congress won three seats with a voting share of 29.90%; the AIUDF bagged three seats with a voting share of 14.98%; AGP did not get any seat, but its voting share was 3.87%; the BPF also did not bag any seat while its voting share was 2.21%; an Independent got one seat with a voting share of 9.62%.
