Why Do Completed Projects Fail to Take Off?

GUWAHATI: Many projects in Assam don’t benefit the public even years after their completion.

The State Government spends huge amounts in projects and schemes. More often than not, many of such projects remain idle even after completion of their construction works. For obvious reasons, the rationale behind spending money for such projects is often asked.

There is no dearth of examples of such projects in the State.

* The Rs 5.6-crore Kismathasdah Model Hospital Project in Dhubri district was completed a year ago. However, the model hospital is yet to be started. The building has been lying abandoned.

* The building of an ITI (Industrial Training Institute) was inaugurated at Geribari in Mangaldai way back in 2016. The facility for technical education has since been lying idle. No class is going on in the ITI facility. Will it start classes at all?

* The building of another ITI was completed two years back at Dirak along the Assam-Arunachal Pradesh border. It has met the same fate. Nobody knows as to when classes will start at the ITI facility.

* In 2013, a water supply scheme was completed at Samothiapara in Darrang district. However, due to lack of electrification, the scheme is yet to be fully operational.

* The State Government formed a Commissionerate for Health and Food Administration in 2016. It, however, is yet to be fully operational due to lack of manpower.

* The foundation stone of a bridge between Chaparmukh and Kachaparaghat was laid in 2003 in Raha LAC (Legislative Assembly Constituency). In a sheer example of laidback attitude, the bridge is yet to be completed.

According to an official source, funds for construction of buildings for hospitals, ITIs etc can be obtained at ease from various Central Government schemes. However, the responsibility of procuring equipment and recruiting human resources for such projects lies with the State Government. Building infrastructure of various projects will lie unused unless the State government procures the equipment and recruits manpower before starting the construction works. In many cases, the foundation stones of many such projects are laid just for political mileage. It’s high time the State Government made right use of various building infrastructure lying unused before starting new ones.
