Dhalpur incident: Justice BD Agarwalla entrusted to inquire

GUWAHATI: The State Government has entrusted Justice (Retd) BD Agarwalla to inquire into September 23, 2021, Dhalpur incident under Sipajhar Revenue Circle, leading to the death of two persons and injury to many, including police personnel.

The State Government instituted the commission under the Commission of Inquiry Act, 1952. According to the State Government's notification, Justice (Retd) Agarwalla will inquire into the incident and submit his report within three months.

The commission will inquire into the circumstances leading to the police firing during the eviction drive conducted by the Darrang District Administration at Dhalpur under Sipajhar Revenue Circle on September 23, 2021, resulting in the death of two persons and injuries to many, including police personnel. The commission will ascertain the

(i) Circumstances leading to and the act of police firing resulting in the death of two persons and injuries to several persons, including police personnel.

(ii) Whether police action was resorted to after exhausting all available non-lethal options of crowd control in the given circumstances.

(iii) Ascertain if any person(s)/organization(s) were responsible for inciting or encouraging the mob violence leading to the incident.

(iv) To examine the inappropriate activity of any journalist or photographer during the incident.

(v) To determine if there were any lapses on the part of any authority and if so, to fix responsibility thereof.

(vi) To suggest measures so that such situations/incidents are dealt with effectively in future with minimum loss of life or injury.

(vii) Any other matter relevant to the subject matter of the inquiry.

Agricultural activities under the Gorukhuti Project are going on after the eviction drive. Vast areas of government lands were under encroachment over the years at Dhalpur.
