Paneri is a rural community in the Harisinga Block and under Udalguri district/region. The village is authorised by The Village Panchayat (Sarpanch). It forms a part/structure of the Mangaldoi Lok Sabha/ Parliamentary Constituency. In accordance with Census Record of 2011, Paneri village/area has inhabitants of around 4801 peoples which includes, 2463 males and 2338 females.

Therefore he lost the MLA seat by 15802 votes.

• In prior to the 1996 Assembly Election of Panery, a candidate Kumud Chandra Das of IND had won the MLA seat with 29030 votes.

• In 2001, 2006, 2011 and 2016 Assembly Election of Panery, an independent candidate for two years and a BPF candidate for two years name, Kamali Basumatari had won the MLA election four times against Kumud Chandra Das with 37956, 26398, 38202 and 38668 votes, respectively.
