Assam Vegetables Growers Co-operative Society Ltd CEO arrested on Fraud Charges in Guwahati

Guwahati: An enquiry was initiated at Bureau Of Investigation Economic Offences (BIEO) on receipt of more than 30 written complaints from people belonging to different districts of Assam and after a thorough enquiry, and based on their complaints a case (BIEO PS Case No. 11/2019 under section 120(B)/420/406/409/468/471 of the Indian Penal Code was registered at BI(EO) Directorate against CEO Rahul Amin of Assam Vegetables Growers Co-operative Society Ltd. (AVGCSL) of Hengrabari Road in Guwahati regarding commission of fraud amounting to more than 10 crore (as per documents collected so far) but the actual amount of money swindled may be much more than this amount revealed.

During the enquiry, BIEO examined more than 40 witnesses of different cooperative societies of Chirang, Baksa, Kokrajhar, Sonitpur, Dhemaji who deposited different amounts for different schemes as allured by the CEO Rahul Amin.

During enquiry, it is revealed that the CEO Rahul Amin in connivance with others accomplishes of Assam Vegetable Growers Co-operative Society Limited and others collected more than Rs 10 crore through Demand Draft, Cheque, Cash etc from the innocent public of far-flung villages and small towns in the name of different schemes viz Poultry, Piggery, Goatery, Fishery, Tractor, Dairy, Power Tiller and as registration fees etc, which never existed in reality. The people were also told that 90% subsidy would be provided in various schemes but none of the beneficiaries/societies received anything from AVGCSL. During enquiry, it was also established that the AVGCSL also manipulated the Bye-laws of the society to misrepresent and to cheat the innocent public.

It is to be noted that all the aspects of the case are being investigated by BIEO now including various bank accounts maintained and used by AVGCSL and its CEO. The agency is also examining the various conspiracy angles and the modus operandi of alluring public into parting with their money by Rahul Amin.

Furthermore, BIEO has so far arrested three persons in connection to the matter and they were identified as Rahul Amin (CEO of AVGCSL), Ranjan Pegu (Vice Chairman), Himani Basumatari of Baksa an accomplice.
