

Guwahati: The United People’s Party Liberal (UPPL) on April 2 released its election manifesto in Kokrajhar ahead of the Assam Assembly elections scheduled for April 9, laying out a broad roadmap centred on inclusive development, lasting peace, and socio-economic progress across the Bodoland Territorial Region (BTR).
The manifesto was unveiled by party president Pramod Boro at the party’s central office in Kokrajhar, where the leadership highlighted its vision for strengthening governance and accelerating regional development.
Maintaining peace and harmony among communities remains a major priority in the document. The party proposed dialogue-driven governance, formation of subdivision-level peace committees, and fast-tracking the full implementation of the BTR Peace Accord, 2020. UPPL also pledged constitutional and institutional strengthening, including the creation of 60 MCLA constituencies and ensuring direct central funding to the BTR administration.
On land and community rights, the party promised distribution of land pattas to eligible landless families and resolution of long-pending land disputes. The manifesto also emphasized promotion of Rabha, Koch-Rajbongshi, and Santali languages as mediums of instruction in schools, along with support for religious institutions and leaders from all communities.
In education and healthcare, UPPL proposed expansion of scholarship schemes, establishment of major institutions such as a Central University in Baksa and an NIT in Udalguri, and strengthening healthcare services. Plans include improved ambulance facilities, cancer care assistance, and adequate staffing in hospitals across the region.
The manifesto also focuses on social welfare measures, including financial support for senior citizens, assistance for persons with disabilities, and schemes for pilgrims of different faiths. Youth empowerment initiatives such as skill training centres, fellowship programmes, and employment-linked training were also outlined.
For economic growth, UPPL promised major infrastructure development, including roads, bridges, irrigation networks, and industrial parks. The party also committed to boosting agriculture by doubling farmers’ income, expanding irrigation coverage, promoting modern farming technology, and improving market access.
Environmental protection also features prominently in the manifesto, with commitments to safeguard national parks and wildlife sanctuaries in the region. The party further proposed measures to reduce human-elephant conflict and promote eco-tourism as a sustainable source of livelihood in the BTR.
