 Demands proper implementation of reservation policy, filling up vacant backlog posts

GUWAHATI: Under the aegis of the Anusuchit Jati Yuba Chatra Parishad, Asom (AJYCPA), a citizens’ meet was held on Tuesday at the Pensioners’ Bhawan at Chandmari in Guwahati. Issues like proper implementation of the reservation policy for Scheduled Castes (SC) and anomalies in Mission Bhumiputra were discussed at length during the meeting.

Addressing a press meet after the meeting, AJYCPA president Rubul Das said, “Last year on August 1, the Assam Government launched Mission Bhumiputra to issue caste certificates to students through digital means. So far, more than 2.90 lakh caste certificates have been issued under this initiative. However, it has come to our notice that the rules and regulations which had been set by the government for students to apply for caste certificates, have been violated by some non-SC people to get caste certificates. Under such circumstances, the question arises as to whether Mission Bhumiputra is serving its objective?”

Das said that the loopholes in Mission Bhumiputra must be fixed. Before issuing caste certificate to anyone, the authorities concerned must verify data based on the Citizenship Act, voters’ list from 1950 to 1971 and 1950-1971 census, and also take the approval of the registered SC bodies. Unless this is done, genuine SC people will not benefit from Mission Bhumiputra and should be stopped, said Das.

“All fake caste cerificate cases registered in various police stations and by CID should be probed properly,” he further said. The AJYCPA president also alleged that the reservation policy is violated during promotion in government jobs. He demanded that the reservation policy should be strictly followed during promotion in government jobs.

Das said that as per information provided by the Minister for Welfare of Plains Tribes & Backward Classes, Government of Assam, in the Assam Assembly in 2017, there were 20,000 backlog posts reserved for SC/ST lying vacant in various government departments. “These backlog posts must be filled up at the earliest,” he said.
