Guwahati: In a significant step toward resolving Guwahati’s persistent road excavation woes, the Assam government on Tuesday launched a dedicated web-based portal, Path Samanway, to streamline all road-digging activities and ensure better coordination among various departments. The initiative, aimed at ending the chaos caused by unplanned road works, was formally unveiled at Janata Bhawan in Dispur by Assam Cabinet Minister Jayanta Mallabaruah in the presence of senior officials from multiple government and urban agencies. The project is being spearheaded by the Kamrup (Metro) District Administration under the guidance of Chief Minister Dr. Himanta Biswa Sarma.
The launch of the portal comes against the backdrop of increasing public dissatisfaction over frequent, uncoordinated road excavation by multiple departments. These activities have led to traffic congestion, unsafe road conditions, and prolonged inconvenience for the city’s residents. Minister Mallabaruah, while addressing the gathering, emphasized that the portal would act as a bridge to close coordination gaps and offer much-needed relief to the public.
The Path Samanway portal, accessible at pathsamanway.assam.gov.in, brings several key features aimed at transparency and accountability. It will provide real-time information on ongoing excavation works, the agencies involved, and project status. A mandatory No Objection Certificate (NOC) system has been introduced, requiring agencies to secure clearance before initiating any road work. This ensures that no excavation begins until the previous agency has completed and restored its assigned area.
To prevent indefinite delays, the portal mandates time-bound completion of all excavation and restoration activities. Agencies must also comply with strict safety standards during operations. Any violation of safety protocols will attract penalties under the Disaster Management Act. The new system applies to all government and private agencies undertaking road-related work in Guwahati, promoting inclusive oversight and enhanced urban governance.
In addition to the portal launch, the Assam government announced several urban planning and environmental measures. Construction activities near wetlands and natural drainage channels within Guwahati have been banned. These ecologically sensitive areas are set to be declared Eco-Sensitive Zones, granting them legal protection from encroachment. Furthermore, the administration has imposed a ban on unauthorized high-rise construction in the city, warning of strict legal action against violators.
