Assam sanctions Rs 303 crore to build and upgrade 18 circuit houses across districts

GUWAHATI: The Assam Government has undertaken a major programme for the construction and upgradation of Circuit Houses across the state, with the Departmentally Related Standing Committee (DRSC) of the Assam Legislative Assembly directing the Public Works (Building & NH) Department to accord priority to the improvement of Circuit Houses.

The government has sanctioned Rs 303.23 crore for the construction of 18 Circuit Houses in districts including Majuli, Sadiya, Tinsukia, Nagaon, Hailakandi, Sivasagar, Darrang, Dhemaji, Barpeta, Cachar (Silchar), Tamulpur, Udalguri, Baksa, Biswanath, Nalbari, Dibrugarh, Sonitpur and Morigaon.

The projects are intended to meet the long-standing requirement for multifunctional facilities for official meetings and events, besides providing accommodation for government officials, VIPs, VVIPs and other visitors.

As per the information given to DRSC by the department, Circuit Houses at Biswanath, Tinsukia, Hailakandi and Barpeta have been completed. Projects at Udalguri, Baksa and Sonitpur are under the tendering process, while construction of the remaining projects is at various stages.

Among the projects currently under execution, the Circuit House at Sadiya has achieved 68% physical progress, while Majuli and Dhemaji are at 60% each. Nagaon has recorded 70% progress and Darrang 77%.

The Circuit House at Nalbari has achieved 16.5% physical progress, while Sivasagar is at 5%.

The Dibrugarh Circuit House project has been foreclosed due to a land issue. Meanwhile, the proposed Circuit House at Nazira is yet to take off as adequate land has not been handed over by the district administration. The process for engaging a DPR consultant has been initiated but can be finalised only after suitable land is made available.

Construction of the Circuit House at Tamulpur has been taken up to provide official accommodation and conference facilities for visiting ministers, bureaucrats and the District Commissioner.  The contract value of the work is Rs 9.39 crore with the Formal Work Order issued on March 13, 2026. Physical progress currently stands at only 1%.

The department has also reported varying levels of financial progress across the projects. While the Biswanath project has achieved 100% physical and financial progress, Tinsukia has recorded 100% physical progress with 92.57% financial progress. Barpeta has achieved 100% physical progress and 96.28% financial progress.

The DRSC has emphasised the need for the government to upgrade Circuit Houses across Assam on a priority basis, underlining their importance as key facilities for administration, official meetings and accommodation of visiting dignitaries.
