GUWAHATI: Good news for owners of unfit vehicles! Under the "Assam Vehicle Scrapping Policy 2022," a one-time settlement (OTS) process has been introduced, allowing vehicle owners to deregister their unfit vehicles by paying only 25% of all outstanding taxes, including dues. This means that vehicle owners who voluntarily participate in this process can get a tax waiver of up to 75%.

As per motor vehicle laws, once a vehicle reaches the end of its lifespan and becomes unfit for operation, its registration must be cancelled at the district transport office's registration department. If the deregistration is not done correctly, the vehicle remains active in the government database (VAHAN portal), and the outstanding taxes continue to accumulate over time. Additionally, if taxes are not paid, late penalties also increase. Eventually, this leads to a situation where owners are unable to pay the accumulated taxes and fines. For safe transportation, it is advisable to ensure that all vehicle documents are in order by paying the necessary taxes on time. If such an unfit vehicle is involved in an accident, especially one causing harm to a third party, no compensation will be provided by the government or the insurance company. Therefore, for safer transportation and to make Assam a pollution-free state, vehicle owners are urged to apply for deregistration of unfit vehicles at the district transport office without delay.

Additionally, if the owner submits the deregistration certificate at a Registered Vehicle Scrappage Facility (RVSF) and applies for scrapping, they will receive a Certificate of Deposit. By using this certificate, if they purchase a new vehicle, they will be eligible for a tax concession of 25% on private vehicles for the next 15 years and 15% on commercial vehicles for the next 8 years. Before scrapping, removing these old vehicles from roads will also improve the natural beauty of their surroundings. The primary goal of this initiative is to eliminate unfit vehicles from the roads, maintaining environmental balance and making Assam a pollution-free state. To ensure all vehicle owners benefit from this one-time settlement process, the deadline has been extended until March 31 of this year.

Gautam Das, a special duty officer of the Assam Transport Department, has urged vehicle owners to take advantage of this scheme and remove unfit and environmentally harmful vehicles abandoned on roadsides and public places, a press release said.
