Guwahati: The Chief Minister’s Special Vigilance Cell on Thursday carried out a second round of raids at the residence of arrested Child Development Project Officer (CDPO) Surjya Baruah in connection with a disproportionate assets case.

Sources revealed that the raids began early in the morning at Baruah’s multi-storey residence located in Chanakya Path, Ananda Nagar, in the ABC locality of Guwahati.

According to sources, the three-storey flat in Chanakya Path, where Surjya Baruah resides, is legally owned by Upendra Das. However, it was constructed by Surjya Baruah, who, as per an agreement, handed over three flats to Upendra Das while retaining three for himself. Despite this arrangement, Upendra Das was allegedly denied access to essential amenities such as parking, water supply, electricity, and a lift, which were part of the agreement. Upendra Das initially filed a complaint to CM against Surya Baruah. And after that, the CM’s SVC initiated the investigation against Baruah.

Additionally, in March 2025, Baruah bought a BMW car worth RS 1.30 crore. Earlier, the Vigilance Cell had seized 12 luxury vehicles and a substantial amount of unaccounted cash from the possession of the accused officer. Again during the investigation it was found that Baruah owns various properties in Six Mile, Chachal and Bhetapara.

Baruah was initially detained in Kokrajhar on Sunday and brought to Guwahati, where he was formally arrested. He was produced before the court, which remanded him to three-day custody of the Vigilance Cell for further investigation.
