Guwahati: Employees Urge Chief Secretary to Dissolve SAKP Executive Body

GUWAHATI: The new executive committee of the SAKP (Sadou Asam Karmachari Parishad) has started facing flak on its constitutional validity. Some employees of the state government have moved the Chief Secretary with a plea to dissolve SAKP’s executive body for, as they say, violation of the Assam Civil Service (Conduct) Rules and Government Guidelines.

The letter to the Chief Secretary said, “The SAKP was recognized by the Government of Assam on July 23, 1986, under Rule 23 of the Assam Civil Service (Conduct) Rules, 1965. Any amendment to the constitution of the SAKP requires prior approval from the Chief Secretary to the Government of Assam. However, the SAKP amended its constitution in the years 2005 and 2016 without obtaining prior approval from the Chief Secretary to the Government of Assam and giving effect to the amended provisions of the constitution without obtaining approval from the Chief Secretary to the Government of Assam till now.”

The letter further said, “As per the aforementioned rules and guidelines, no outsiders or retired employees are to be appointed as chief advisor and advisor of the SAKP or allowed to participate in its constitutional meetings. However, the SAKP has appointed such retired individuals as chief advisors and advisors and has permitted their attendance in these meetings. The SAKP has allowed various non-recognized employee organizations to become members of the SAKP, thereby violating the rules, government guidelines, and Clause 5 of the SAKP constitution. Notably, the present president of the SAKP is a member of the All Assam M.E. Teachers’ Association. The All Assam M.E. Teachers’ Association has not yet been recognized by the Government of Assam in the Personnel Department.” “We request you to declare the present Executive Committee of the SAKP as illegal and issue necessary directives to constitute a new Executive Committee as per the original Constitution of SAKP,” the letter said.
