
GUWAHATI: A day-long seminar focused on the "Codification of Border Laws: Legal Framework for National Security and Border Management" was held at the Assam Royal Global University Campus in Guwahati. The event was organized by Seemanta Chetana Mancha, Purvottar, in collaboration with Adhibakta Parishad, Assam Prant.
The seminar featured the esteemed presence of two Governors from Assam and Tamil Nadu, the state Law Minister, retired judges, a retired Lieutenant General of the Indian Army, and various other distinguished resource persons.
The opening ceremony was inaugurated by lighting lanterns and offering flowers in front of the image of Bharat Mata. Tamil Nadu Governor R. N. Ravi lightened the lanterns which was assisted by the guests seated on the dias followed by the presentation of the theme Song of Seemanta Chetana Mancha Purvottar. The welcome address was delivered by Pradeep Kumar, IPS (Retd).
R. N. Ravi being the chief guest of the Seminar addressed the august gathering in an analytical manner, which opens up a new direction of thinking. Guest of Honour, Ranjit Kumar Dass, Minister of Law and Justice, Govt. of Assam, showed the gathering the vision in the concerned topic. Advocate Subhash Chandra Keyal, the president of Adhibakta Parishad, offered the vote of thanks, followed by the first session of the seminar.
Rajiv Nayan, Senior Research Associate of Manohar Parrikar Institute of Defense Studies and Analyses, New Delhi was present as a resource person in the first session. His topic was national security and effective border management. The second session was attended by DIG B.S.F Kulwant Roy Sharma and he spoke in detail about the legal challenges faced by the Border Guarding Agencies. The third session was attended by Justice (Retd) Biplab Kumar Sharma, as a resource person and his topic were Critical Analysis on Legal Aspects.
The seminar was conducted through several interactive sessions with experienced speakers which aimed to pave the way for future policy consultations on border laws in India, with special emphasis on the perspectives of the North East region of India and codification of border laws through a legal framework for national security and border management.
Assam Governor Laxman Prasad Acharya also offered floral tributes to the image of Bharat Mata in the closing ceremony of the seminar. Retired Lieutenant General of Indian Army, Assam Baibhav Rana Pratap Kalita delivered a speech full of his real-life experiences.
Briefs of the Seminar Proceedings were read by Advocate Jayanta kr Goswami. Former DGP IPS (Retd) Pradeep Kumar delivered the welcome speech and Binita Bhagwati, President, Assam State Committee of Seemanta Chetana Mancha Purvottar, thanked everyone for their gracious presence.
