We have observed that most of the swindling of funds from the state exchequer is done by such officers who are adamant not to leave their places of working. For certain whimsical behaviour of some of the officers in the State government, scams of bigger magnitude keep taking place. We could find instances galore where an officer is instrumental in ensuring his/her posting in the same place (Guwahati) for many years. We can blame this phenomenon as an act of slackness on the part of our State government who, for reasons not known, allow these tainted officers to work in Guwahati knowing it fully well that their continuation in Guwahati would cost the State exchequer dearly. Recently, we could read in the print media that a scam is unveiled in the Forest department where four rangers of the department swindled an amount of Rs. 18 crore in Sonapur range of the East Kamrup Divisional Range. The survey report submitted by Deputy Conservator of Forest Khanin Chandra Das unveiled the swindling act of the four rangers. These four rangers have been instrumental in ensuring their posting in Guwahati for years together. In our opinion, it should be mandatory on the part of the officials to move to their present place of posting after a transfer order is issued. The State government should ensure that no officer regardless of his/her status can stay in their present place of working for 3-4 years. This is high time the State government gave a second thought to its transfer policy if at all any such policy exists.
