AHRC directs Finance Department to implement Cabinet decision soon

GUWAHATI: The Assam Human Rights Commission (AHRC) has directed the State Finance Department to implement the decision of the State Cabinet to include the nomenclature of 'Mandal' and 'Amin' in the same category of 'Patowary'.

A case (case no. 3064 of 2020-21) was filed in the AHRC in which the complainant had decried the inaction of the government in not providing 3 per cent additional increments on the ground that the nomenclature Amin/Mandal was not inserted in the government notification dated 13.02.2018, though it was clarified by the Director of Land Records and Surveys etc. that Amin/Mandal Patowary are similar in rank and that Amin/Mandal Patowary are amalgamated staff of the Deputy Commissioner.

The AHRC issued a notice to the Secretary to the Government of Assam, Finance (Establishment-B) Department, to look into the matter and submit a report to within one month vide order dated 10.11.2020. In reply, the Joint Secretary to the Government of Assam, Revenue & DM (LR) Department, informed the AHRC that the State Cabinet in its meeting held on 08.08.2022 had approved the inclusion of nomenclature of 'Mandal' and 'Amin' in the same category of 'Patowary', with the result that the cadres of 'Mandal' and 'Amin' become eligible to receive the benefit of 3 per cent additional increments as enjoyed by the identical cadre of 'Patowary'.

During a hearing in this case, AHRC chairperson Justice T Vaiphei and member DK Saikia directed the Finance Department to implement the Cabinet decison without further delay and to issue notice to this effect.
