GUWAHATI: The Chief Minister's Special Vigilance Cell (CMSVC) submitted a 305-pages charge sheet againstormer Dhubri Additional Deputy Commissioner Saibar Rahman within 51 days along with the prosection sanction granted by the State personnel department in connection with an illegal appointment case, in the court of the Special Judge, Assam on Monday.

On September 30, 2021, the CMSVC had filed a case (no 05/2021) against Saibar Rahman under sections 120B/420/468/471 of the IPC R/W Sec 13(1)(a) /13(2) PC (Amendment) Act, 2018 in connection with the illegal appointment case pertaining to appointment of 78 gaon burahs (village headmen) in South-Salmara Mankachar district during 2017-18 when he was serving as the Additional Deputy Commissioner. The case was filed when Rahman was already in custody in connection to another case.

Rahman was arrested in August, 20201 by the Chief Minister's Special Vigilance Cell in a disproportionate asset case. The Chief Minister's Special Vigilance Cell in the charge sheet mentioned that during investigation several field visits were conducted by the Special Investigation Team at Mankachar-South Salmara and the team seized all official documents pertaining to the recruitment examination for village headman which was held in the month of November, 2018.

The team collected sufficient oral, documentary, material and circumstantial evidences against Saibar Rahman, who himself admitted in his statement that he had offered job of village headman to some applicants in lieu of a huge amount of cash from each candidate while he was posted as Additional Deputy Commissioner, South Salmara-Mankachar. Saibar Rahman had selected his favoured candidates for the said posts "for obvious reasons of illegal gratification, by cheating and forgery, being the member-secretary of the board of selection and thereby depriving a deserving candidate which proves the criminal conspiracy," the chargesheet stated.

CM's Special Vigilance Cell sources said, "We have filed a 305-pages chargesheet against Saibar Rahman in connection with the illegal gaon burha appointment case. Investigation will continue in coming days. We also interrogated Atika Sultana (former South Salmara-Mankachar DC) for several hours today. She was allowed to go after interogation because of health issues. She will be again summoned for interogation."
