Former MP from Mizoram Lalhming Liana gets 3-yr jail term over fake LTC claims

Guwahati: Former Mizoram MP Lalhming Liana, who had been two-time Rajya Sabha MP from the state, is punished with a three-year jail term. The former MP is found guilty for faking LTC reimbursements by showing fake air tickets in the travel allowances. A city court in New Delhi pronounced the sentence on November 30.

Notably, Liana was a member of the Mizo National Front (MNF) party. It was in the year 2002 when he was first elected to Rajya Sabha and re-elected in 2008. During these terms, the MNF government was in the state.

As stated by special CBI judge NK Malhotra, “The convict has forged the e-tickets on his computer and the tickets are for the period 2012-13. Convict also submitted the TA (travel allowance) bills on the basis of forged and fake tickets to the Rajya Sabha Secretariat and TA bills were submitted in the year 2012-13.;”

Liana is charged with cheating, forgery and using forged document as genuine under the provisions of the Indian Penal Code and the Prevention of Corruption Act. It was proved in court on November 29 that the documents and air tickets produced by Liana for availing the travel allowances were forged.

Along with the 3-year imprisonment, Liana is also charged with a fine of Rs 11 lakh.

As proved in the court, a TA bill of Rs 11,19,926 was submitted by Liana and this bill also included the travelling costs of his companion. However, the actual fare of companion free scheme (CFS) was Rs 81,373.

This has been proved and submitted by CBI that these forgeries were done when Liana was a Rajya Sabha MP for the second term from July 2008 to July 2014. The TA bills submitted by him were fake and were made claiming excess money than the actual amount paid by him. This has also been alleged by CBI that an excess claim of over Rs 10.3 lakh was put by him.

It was August 2015 only that the court had framed charges against him for the offenses under the IPC and the Prevention of Corruption Act.
