Khasi Hills Autonomous District Council (KHADC) urges Conrad to invesitgate Meghalaya State Commission for Women (MSCW) decision

SHILLONG: The Khasi Hills Autonomous District Council (KHADC) CEM HS Shylla after an Executive Committee meeting held on Monday informed that the EC had submitted a letter to Meghalaya Chief Minister Conrad K Sangma requesting him to investigate the decision of the Chairperson of the Meghalaya State Commission for Women (MSCW) Theilin Phanbuh to oppose the Khasi Hill Autonomous District (Khasi Social Custom of Lineage) (Second Amendment), Bill 2018.

Speaking to reporters, Shylla said, “It is not unacceptable that the commission can act like an NGO because it is being empowered to act like a court.” He said the court has to listen to both parties — those in favour and those who are not supporting the Bill. “The Meghalaya Governor has also been misleading because in a letter submitted to us he had clearly mentioned that the MSCW chairperson has signed in a letter opposing the Bill,” he said.

He also questioned as to how the chairperson of the MSCW can oppose the legislative body of the KHADC which is being done under the Constitution.

He alleged that the action of the chairperson might be because of personal interest. “We have given a letter to the Chief Minister today to investigate in the matter and take appropriate action,” he said. He pointed out that the chairperson should have taken the views of both sides.
