ITANAGAR: Arunachal Pradesh Chief Minister Pema Khandu on Thursday informed that the State government will soon plead the Centre to de-cadre IAS posts of Deputy Commissioner in the 22 districts of the State so as to open up promotional avenues for the State civil services officers.

Responding to a short duration discussion raised in the Assembly by JD (U) member Hayeng Mangfi on 'streamlining and reformation of Arunachal Pradesh Civil Services (APCS) cadre on line with Assam Civil Service to uplift, empower the APCS officer to meet demands of current times', Khandu said that the present State government has made many reforms for good performances.

"The Bagra Committee report on recruitment rules and promotion of APCS cadres prepared by the former government has not been implemented fully," Khandu said and disclosed about evolving a State training policy for the APCS cadres to hone their skills. He said that the Assembly in 2018 had approved a separate IAS cadre for the State. The Chief Minister further announced to constitute an expert committee soon to study Bagra Committee report and other state cadres and submit time bound report to empower local officials.

Raising the discussion Mangfi said that civil service comprises of APCS and AGMUT (Assam, Goa, Mizoram and other union territories) cadres. The short three-year posting of AGMUT cadre officers for three years lead to institutional memory loss for the State civil services cadres.

"The 1993 batch of APCS cadres even after 27 years are in selection grade is inhuman," he said adding the officers of 2003 batch even after 17 years are still in senior grade. Mangfi added that the State government should facilitate their career progression. "Karnataka and Tamil Nadu after eight years induct officers to the IAS grade. It is time to bring reforms with right earnest," the JD (U) member said and suggested to adopt Assam Civil Service model.
