172 Lakhimpur revenue villages hit by flood

LAKHIMPUR: Due to rolling of overflowing water over the main dam of the Subansiri Lower Hydroelectric Project (SLHP) being constructed by NHPC Limited at Gerukamukh, continuous release of excess water from Pare Hydro Electric Project (PHEP) located at Doinukh of Arunachal Pradesh through river Dikrong and from Ranganadi Hydro Electric Plant (RHEP) located at Yazali of the same State through river Ranganadi by NEEPCO and rising level of other major rivers of the district, a total of 124 revenue villages under seven Revenue Circles have been still reeling under flood in Lakhimpur district.

As per a report from the District Disaster Management Authority, the Central Water Commission, Central Flood Control Room on Monday morning issued a Severe Flood Situation (Orange Bulletin) alert regarding the river Subansiri, where water level is above Danger and Highest Flood Levels (HFL).

The bulletin said, "River Subansiri at Badatighat in Lakhimpur district of Assam continues to flow in SEVERE SITUATION at 19:00 hrs today. At 19:00 hrs, it was flowing at a level of 82.54 m with Steady (0.0 mm/hr) trend which is 0.01 m above its Danger Level of 82.53 m and 3.67 m below its previous HFL of 86.21 m (28-07-1972)."

Notably, the flash flood caused by river Subansiri, due to overflowing water over the main dam of the SLHP, has inundated more than seventy villages under North Lakhimpur, Bihpuria and Narayanpur RCs. However, the rolling of overflowing water over main dam from the catchment area of Subansiri Hydroelectric Project ceased on Monday. But the NEEPCO has been releasing the additional water from the Pare Hydro Electric Project (PHEP) through river Dikrong and from Ranganadi Hydro Electric Plant (RHEP) through river Ranganadi till day. At the time of filing this report, Gate No. 2 of PHEP is opened by 1500 mm while Gate No 4 of RHEP is opened by 200 mm.

At present, 39 villages under North Lakhimpur RC 12 villages under Narayanpur RC have been reeling under flood. Similarly, flash flood caused by River Dikrong and other rivers affected 18 villages under Bihpuria RC on Monday. Flash flood caused by rivers Ranganadi and Shingara has inundated 39 villages under Naoboicha RC. River Kakoi, River Subansiri hit 12 villages under Kadam RC including Bodhakora area. On the other hand, 7 villages under Dhakuakhana RC and villages under Subansiri RC have still reeling under flood.
