ASDC demands rollback decision to pay KAAC employees’ salaries online

Diphu: The Autonomous State Demand Committee (ASDC) has demanded that the notification/decision to pay online salaries by the State Government to all employees under the administrative control of the Karbi Anglong Autonomous Council be rolled back immediately. The party has also demanded that online salary payment should be made by the Karbi Anglong Autonomous Council as empowered under paragraph 7 of the Sixth Schedule to the Constitution of India.

Further, the recent action of the government is a clear violation of clause -3, sub-clause 9 and 10 of the MoU signed between ASDC, KSA, DSU and NCHSF on one hand and the State and Central governments in 1995 which was later ratified by the Assam Assembly and Parliament as well. “The recent action of the State Government to pay online salary to all employees under the administrative control of the Karbi Anglong Autonomous Council is therefore not only an act of taking away powers given to the council by the State Government but it is an act of playing with the lives of the employees, their sons and daughters. If salaries are paid by the State Government directly to the employees posted under the Karbi Anglong Autonomous Council then the authority of the council over the employees is no more and the employees will become employees of the State Government,” said ASDC leaders Sanjay Killing and Daniel Teron on Monday during a press conference at Diphu.

The Autonomous State Demand Committee (ASDC) has demanded that in view of the recent ‘negative’ action of the State Government, Article 280 of the Constitution of India should be immediately amended so that fund could flow to the council directly without routing through the State Government, which would immediately provide relief to the people of Karbi Anglong and North Cachar Hills district. This action has to be initiated even before autonomous state is granted to Karbi Anglong and North Cachar Hills.

The ASDC leaders further said, “The recent incident of dismantling of the BOP at Khatkhasla in Jirikindeng sector in Karbi Anglong bordering Meghalaya by the Meghalaya government is perhaps due to lack of police forces of the Karbi Anglong Autonomous Council. Further, the failure to dismantle the BOP set up by Meghalaya government inside Karbi Anglong is also because of the same reason.”
