The Rabha Hasong Autonomous Council (RHAC) was established by the Government of Assam in 1995 to promote economic, educational, socio-cultural, and ethnic development for the Rabha people residing in the council area. The council represents various tribes, including Rabha, Bodo, Garo, and Hajong, with the Rabha community forming the majority population. The RHAC's head office is currently located in Dudhnoi, Assam, and its present chief is Tankeswar Rabha.

The RHAC region encompasses the southern bank of the Brahmaputra River, stretching from Jayramkuchi in the Lakhipur Revenue Circle of Goalpara District to Lakhara in the Palashbari Revenue Circle of Kamrup District. Its territory extends from the Brahmaputra’s southern bank to Assam’s border with Meghalaya (Garo Hills).

The RHAC region covers large parts of Kamrup and Goalpara districts, spanning an estimated area of 6,000 square kilometers. Initially, the council's jurisdiction included 306 villages across these districts.
