KOKRAJHAR: Assam Legislative Assembly (ALA) on Tuesday organized the 2nd edition of Youth Immersion Programme, 2025 with the theme “Learn, Engage and Experience the Legislative Processes: Be the Future” at Jwhwlao Nileswar Brahma Auditorium, Bodoland University.

In his inaugural speech, BTC chief Pramod Boro said that the youth immersion programme was a very productive one for the students, especially graduates, who learnt about the procedure and proceedings of the Legislative Assembly. He said that in a democratic nation, it’s very important to learn the procedure and practices of the Legislative Assembly as the students would rule the nation in future. “We have learnt that the parliamentary democracy of India is the largest and best democracy in the world”, he said adding that the democratic processes in neighbouring countries had not followed the true essence of democracy.

Boro said that most of the ministers of the country had been running the departments without having special experiences in their respective departments. He said that most of the citizens lacked knowledge of the fundamental rights and duties and that thus this kind of programme for the youths was of utmost importance.

Boro said, “Rs 4,850 crore is required to boost road infrastructures in BTC but due to lack of sufficient funds, the council focused on establishment of peace and stability. We are to move forward and our next focus is on education, youth entrepreneurship, skill development and infra development,” he said, adding that the council would look forward to sustaining peace and progress.

In his presentation, ALA Speaker Biswajit Daimary said that being the citizen of a democratic country, everyone must know about the democratic process of the country. He said that the time of kings had gone and it was now the democratic rule by the people and that thus every youth should have fair knowledge on the principle and preamble of the nation. He elaborated in detail about the proceedings and businesses of the assembly sessions, discussions, Governor’s address, adoption of rules and bills, law making, budget preparation, key functioning, as well as debate on various issues.

Daimary also explained the responsibility and accountability of the legislators, resolutions, and monitoring. He said that the government was liable to give answers to all questions raised by the elected representatives in the house of discussion.

The programme was also addressed by Vice-Chancellor of BU Prof BL Ahuja and was attended by BTC Deputy CEM Gobinda Chandra Basumatary, Deputy Speaker of ALA Nurul Amin, BTC Speaker Katiram Boro, MP Joyanta Basumatary, MLA Lawrence Islary, and Vice-Chancellor of Kokrajhar University Prof Ganesh Chandra Wary.

Students of various colleges of Kokrajhar and faculty members of Bodoland University attended the youth immersion programme.
