KOKRAJHAR: In a landmark welfare initiative, the Bodoland Territorial Council (BTC) announced the launch of “Bina Sibinai Bithangkhi” (welfare scheme for the surviving mothers of Bodoland martyrs) under the broader umbrella of Bodoland Happiness Mission. The scheme aims at providing sustained financial and emotional support to the surviving mothers who lost their children during the Bodoland Movement. The new scheme for surviving mothers of Bodoland Movement martyrs was brought by BTC Chief Pramod Boro in the special BTC Assembly Session held on July 30.
The Bodoland Movement, a historic struggle for identity and self-determination, saw countless individuals lay down their lives for the cause. However, the surviving mothers of these martyrs, many of whom are now widowed, aged, and facing socio-economic hardships, have remained among the most neglected. Recognizing their sacrifices and silent suffering, the BTC Government initiated this dedicated welfare scheme to ensure their dignity, security, and social inclusion.
As part of the scheme, each beneficiary will receive an annual financial assistance of Rs 12,000 for a period of 10 years, directly transferred to their bank accounts. The scheme also ensures priority access to government health programmes and social welfare schemes, addressing both their physical and emotional well-being.
To ensure transparency and effective delivery, a special task force under the Bodoland Happiness Mission will oversee the identification and verification of eligible beneficiaries. A digital portal will be developed for registration, grievance redressal, and real-time tracking of benefit disbursement. Sources said that priority would be given to those mothers who have not yet received any ex-gratia assistance from the Government of Assam or BTC.
The scheme will be monitored through a robust evaluation framework involving third-party audits, beneficiary feedback mechanisms, and periodic policy reviews to ensure it remains responsive and impactful.
