Guwahati: The Central Bureau of Investigation (CBI) registered a case on June 17, 2025, against 10 accused, including the then DGM (MS) and a Contractual Medical Officer (Occupational Health) of ONGC, Jorhat, and the proprietors of 8 private medical shops in Jorhat. The allegation is that the accused public servants entered into a criminal conspiracy with the owners of private empanelled medical shops and unknown persons during the period from 2019 to 2022.
It was also alleged that the proprietors of 8 empanelled medical shops claimed false and bogus bills of Rs. 45 lakhs raised on the basis of fake requisition slips for the issuance of medicines without the knowledge of beneficiaries of ONGC and their dependents.
Those accused in the FIR are Dr. Bijoy Kumar Shaw, the then Deputy General Manager (DGM) (MS), ONGC, Jorhat; Dr. Eashitva Tamuli, Contractual Medical Officer (Occupational Health), ONGC, Jorhat; Bhanwari Lal Lakhotia, Proprietor, M/s Lakhotia Medical Hall, Jorhat; Satadal Ghosh, Proprietor, M/s North East Medical, Jorhat; Khirud Saikia, Proprietor, M/s Jay Sankar Medical, Jorhat; Minakshi Baruah, Proprietor, M/s Minakshi Drugs, Jorhat; Shankar Goswami, Proprietor, M/s New Sanjivani Medical, Jorhat; Ritu Barpatra Gohain, Proprietor, M/s Nishita Medical, Jorhat; Masuma Rahman Goney, Proprietor, M/s Tini Ali Medical Hall, Jorhat; and Purnima Bordoloi, Proprietor, M/s Deepali Medical, Jorhat.
In furtherance of criminal conspiracy, the proprietors of the 8 empanelled medicine shops had claimed false and bogus bills which were verified and certified by said accused Dr Bijoy Kumar Shaw. The said acts of accused persons caused wrongful loss of Rs. 45 lakhs to the ONGC and corresponding wrongful gain to the empanelled medicine shops. Searches were conducted in the different residential premises of all the above accused persons, which led to the recovery of some incriminating documents. Hence, a Regular Case RC0172025A0006 was registered U/s 120 (B), 409, 420, 467, 468, 471 of IPC and 13(2) r/w 13(1)(a) of PC Act. 1988 (as amended in 2018).
CBI sources said the investigation into the case is continuing.
