KOKRAJHAR: On the occasion of the 5th historic BTR Peace Accord Day, the Chief of BTC Pramod Boro formally handed over Mobile Therapy Vans sponsored by the Hans Foundation in a programme held at Bodofa Cultural Complex, Kokrajhar on Monday. Four Mobile Therapy Vans, one each to the Dibyanganj of Kokrajhar, Chirang, Udalguri, and Baksa districts, were ceremonially given away.

CEM Boro said that the Government of BTR introduced the Mobile Therapy Van, in collaboration with the Hans Foundation, state-of-the-art MTVs which will deliver physical & developmental therapy, physical & mental healthcare, speech therapy, special education, assessment and evaluation, community support group, and counselling and guidance services to the doorstep of the people ensuring the wellbeing of lakhs of families in these districts. He also said that the Hans Foundation had created a community-based facility where screening and early identification of children or adult with any form of disability including intellectual disability, hearing and visual impairment, developmental delay and other neurodevelopmental disorders like autism, cerebral palsy, etc can be done and provide them with intervention packages constituting multidisciplinary care, based on their needs. He further said that the list of villages have been finalized by the department of Women & Child Development, BTC, covering the Kokrajhar, Chirang, Baksa, and Udalguri districts. The team of mobile rehabilitation services focus on early identification, delivery of medical, therapeutic and counselling services, community education, and building awareness in and around disability, at the doorstep of the family. The mobile service is providing a tele-counselling service for the people who are having mental health issues and parents who are distressed and burn out, he added.

Boro said that the BTR was just a council, neither state nor union territory, but formed under the 6th Schedule of the Constitution of India. The 6th Schedule was meant only for hill districts but with a certain amendment to the 6th Schedule, BTC was formed in 2003. Since most of the clauses of the BTC accord were left unimplemented, the ABSU and other Bodo organizations started the 3rd phase Bodoland movement in 2010 leading to BTR Accord in 2020 between the Bodo movement organizations, Government of India and Assam. He said equality of the Indian Constitution was a big privilege for every community that the Government of India provides. The community aspirations never end and thus the initiatives of the government should reach even the last person of the society, he added. Emphasizing the need for dedication and responsibility, he called upon all officers and officials to work with responsibility and implement all government initiatives and projects.

On the occasion, Boro extended his deepest gratitude to Prime Minister Narendra Modi, Union Home Minister Amit Shah, and the Chief Minister of Assam Dr Himanta Biswa Sarma for bringing peace in BTR and paving the way for progress in the region. The services are being operated and self-implemented through Medical Mobile Van (Ambulance size van). The project is running a mobile unit which has an expert team of professional personnel such as part time paediatrician or neurologist, special educators, occupational or developmental therapists or trained PT in disability, social worker, psychologist, community mobilizers for visiting the People with Disabilities (PWD)s at their door steps and provide the services. The project is planned to cover 20-30 villages in four selected BTR districts of Assam. In these areas, the Mobile Therapy Van will cover villages within a 50-60 km radius for practical implementation of the project.
