KOKRAJHAR: The president of Bodoland Janajati Suraksha Mancha (BJSM), Janaklal Basumatary on Friday said the renaming of BTC to BTR at this juncture was not legally acceptable.

Basumatary said BTR was not a substitute of BTC or full-fledged Bodoland state and so the Governor of Assam could not alter the name of the BTAD autonomous district council unless paragraph 2 of the Sixth Schedule administration was amended.

Basumatary said, "Unless paragraph 2 is amended, the Governor cannot change the name of BTAD into BTR applying sub para (ff) of paragraph 3 of the Sixth Schedule Autonomous Districts and Autonomous Regions. Thus, the present notification by the Governor of Assam is not in accordance with the Sixth Schedule administration Rule created under Article 244(2) and 275 (1) of the Constitution of India."

The BJSM leader also said the amendment of para 2 was not possible unless the BTC accord was withdrawn or cancelled. He also said the BTC accord could not be withdrawn or cancelled unless there was a better political arrangement.
