KOKRAJHAR: In a scathing attack, the Tribal Rights Protection Association (TRPA) alleged that the Chief Minister of Assam was sowing the seed of hatred and enmity in minds of non-tribal people of BTC region against the tribal people and trying to shift their votes in favour of the saffron party to take over the reign of 6th schedule BTC administration from Bodo tribal community.
In a social media platform of allied and conscious citizens, the President of TRPA, Janaklal Basumatary, a retired IRS said that Chief Minister Dr Himanta Biswa Sarma in his public speech had systematically been promoting the feeling of hatred, ill will, and enmity among the non-tribal people against the tribal people of BTC and thereby unleashing communal atrocities against the members of tribal communities. He said that Sarma, being a non-tribal person, a case under SC/ST Prevention of Atrocities Act 1989 should be initiated by all tribal organizations and by the individual tribal people to restrain his anti-tribal activity and anti-tribal policy. He also said that a separate complaint could be filed before the Supreme Court to restrain him from publicly denouncing the law of sixth schedule administration and forcefully compelling the circle officers to act as per his diktat ignoring the rule of law.
As Chief Minister of state of Assam, Sarma has no jurisdiction to interfere in the land administration of the sixth schedule tribal area administration as it is a transferred subject to sixth schedule tribal council administration, Basumatary said, adding that in most of the public meetings, Sarma had openly assured equal land rights to all communities and asked the circle officers to provide land pattas without justifying the land rule and laws of 6th schedule administration which was a clear example of bringing communal hatred among the tribal and non-tribal communities.
Basumatary said that Sarma had crossed all limits by evicting indigenous tribal people in various tribal-dominated places. He said that they had nothing to say against the eviction drive against illegal encroachers from outside in government and khas lands but that Sarma must stop evicting indigenous tribal people from their lands as per court’s order. “He must restrain the eviction of protected tribal people of Assam and sixth schedule areas of Assam. There is no law to evict tribal people from their notified protected tribal belt block land in Assam. They should be allotted sufficient land in their protected area of land for their livelihood and advancement,” he said, adding that it was the responsibility of the government to ensure that not a single ST person is evicted, and that their land is not handed over to outside private companies.
The TRPA President also said no non-protected non-tribal class of people can acquire any land in the tribal belt and block area by way of allotment, settlement, transfer, agreement, lease, exchange, and purchase under section 162 (2) of the chapter-X of Assam Land and Revenue Regulation Act, 1886 as amended from time to time and under provision of sixth schedule administration laws of BTC, Dima Hasao, and Karbi Anglong area.
