Former DHD submits Memorandum to Union Home Minister Amit Shah

Haflong: Demanding immediate implementation of Memorandum of Settlement (MoS) signed between Government of India, Government of Assam with Dima Halam Daogah(DHD) in New Delhi on October 8, 2012, the Halali Progressive Welfare Society formed by former DHD members submitted a memorandum to the Union Home Minister Amit Shah through the Dima Hasao Deputy commissioner on Friday. Dilip Nunisa, president, Halali Progressive Welfare Society, Mahur Branch in a press meet held on Friday stated that after more than a decade of armed struggle for equal justice and development of Dimasa people of Northeast, Dima Halam Daogah (DHD) agreed to come for negotiation with the government in 2003. After several rounds of discussion in different official and political levels, on October 8, 2012, a tripartite Memorandum of Settlement(MoS) was signed between Governmen of India, Assam government and both of Dima Halam Daogah (DHD), led by Dilip Nunisa and the other by Joel Gorlosa.

As a result of this consultative process, it has been agreed to initiate time bound steps to bring about greater devaluation of power to the grass root level in Dima Hasao while ensuring increased capacity building for developmental activities at all level. From Government of India, Joint Secretary, Ministry of Home Affairs Sambhu Singh, from Government of Assam, then Principal Secretary, Home Department Sailesh, from DHD factions Dilip Nunisa and Joel Gorlosa and other office bearers of DHD were the signatories of the MoS, which was signed in presence of then Union Home Minister Sushil Kumar Shinde, Assam CM Tarun Gogoi.

1 .The State Government of Assam has agreed in principle to set up a Development Council with a suitable package for preservation and promotion of culture, language, etc. of people belonging to tribes like Hojai and Barman, etc, living outside the present Dima Hasao District as per clauses 2.8 of the MoS. Therefore, he urged to take necessary steps to set up Council of the people belonging to tribes of Hojai, Kachari and Barman Kachari living outside the present Dima Hasao districts.

Last but not the least the undersigned humbly prayed that let the resolution be adopted and passed in the next session of Parliament for implementation of MoS signed on 8th October 2012 between the Central Government State Government of Assam and the DHD/DHD (J) groups.
